ooh i forgot to reply to your text, the rough surface is due to them using a harsh media to blast them (ie sand) prime them first and see how it is, if still rough use a filler primer

powdercoat covers the "roughness" and creates a flat smooth surface

Powdercoat FTW, glasslike finish depends on baking and or giving the Powdercoater clear instructions on what finish you like! Or else a reet orange peel...

Instead of coarse sandblast a chemical strip would be in order.

Be wary of powdercoating - the finish is VERY soft and scratches/ swirls very easily - IME. Especially visible on the black M400 wheels of my mate's Noble.

+1 for chemical dip over bead/sand blasting...
