the fog lamp surrounds on my car are white at the moment as you can see in the picture, but should i keep them white?, or paint them black, or blue like the car?

Colour code them IMO. No point in making them stand out - looks naff!

I think it would probably look ok if they were being used as brake cooling intakes on a track car or something, but as fog light surrounds...nah.

took the advice and colour coded them very happy with the results, next step is the bumpers when im brave enough lol.
