Why is the one with a better speed rating cheaper?
Does it matter which one I buy for my 182 as one is out of stock?

No, as even the lowest speed rating is still plenty enough for a 182. Usually the W (higher one) is often the easiest to get hold of too but the V is the OEM rating I'm sure.
