Ph1 radiator fan not cutting in

So cars been parked up. Ran it up at weekend and fan didn't cut in despite temp climbing.
What are the usual suspects or suggestions where to start please.

It's been a long time but isn't it in the rad?

Did it overheat?

Unsure if ph1 is the same as ph2, but you need to rev at like 2.5k for 20mins or more before the fan will kick in......
