photoshop colour help

hi, sorry if this is in the wrong thread but i thought, it is about a photo so why not.

i want to know how to make a picture in photoshop show only one colour whilst keeping the rest of the image back and white like this one

( hope you dont mind V9 GSW me using your work as an example)
