Random pipe behind engine?

Hey guys and gals just changing the throttle cable on ye old 172 and after removing my battered sound deading pad or what ever the hell it was supposed to be there is a random pipe hanging from the scuttle just above where the mani meets the cat.... What is it? It's bugging me it's about an inch in diameter and about 5 inches long " hehe " is it just a run off for the scuttle? Seems a bit of a crap place really

Its just a water drain for when it rains e.t.c Its not supposed to be attached to anything.

scuttle panel drain. should have a little flap on the bottom ( gets clogged up with shite also )
