Removal of dash trim

Can the the trim that surrounds the clock and central air vents be removed without removing the dashboard?

Not sure, removing the top dash is easy anyway.

Its part of the top dash. I believe its plastic 'welded' to the dash top panel.

OK. I'd like to colour code the centre, vinyl wrapping it may be an easier option.
