Removing Cam cover

How do I remove the cam cover on 172? I have made a tool to hold cams down on the N/S and using a clamp secured the O/F also but the cover will rotate and rock slightly but will not come off the cylinder head. Is the something im missing or is it just a tight fit?

Cam sprocket have to come off.

Which means new cam belt kit.

So by the way you say that I assume there is a relief in the back of the pulleys and a lug on the cam cover runs inside this? Thats is why the pulleys must come off?
So to remove the cambelt cover need engine needs some gentle persuasion i' guessing looking at the amount of room.

Yes, the pulleys fit over the cover.
