removing rusted cat bolts

Well yesterday i decided to pop on my short shifter, but when i got underneath the car could see that the bolts holding the cat on to the rest of the exhaust were rusted solid. They didnt even have much in the way of edges to get a socket on, i tried a few different sizes and they all just spun straight round.

Is there an easy way to try and shift them?

I dont have an a grinder but even if i did i dont see where you would cut them to get them shifted without damaging the flange.

Answered your own question there really if sockets are spinning and rounding the bolt. Will need to be cut off carefully.
