Rough running / no power help!!!

Right update folks,
My engine is cream crackered, pulled it from car and under inspection the small plastic tension pulley below the right hand cam has collapsed causing belt to be loose and jump a few teeth! This is why it was rattling it's head off.
So I bought an engine from a guy in Wales which finally got here after waiting two weeks for him to get his finger out and send it to me and who said he's rebuilt bottom end with new shells, new head gasket, bolts, water pump, dephaser and belt which I actually believe but when I tried to turn it over tonight it's locking up and won't do a full revolution and come to an abrupt stop when turn forwards and backwards with a decent sized bar on it and of course plugs out.
Looks like I've been stiffed..... Contacted him tonight by text as he wont answer phone (ever during whole transaction) and without any argument has agreed to give me my money back once I send engine back to him.
I've paid by PayPal and used my credit card but should I send it back first or hold out for money to be reimbursed before sending it to him?
Also has anyone got a decent working engine for sale to fit my 182? Really bloody cheesed off and growing less fond of this car by the minute.....
 
open dispute click on contact paypal,theres a request for them to phone you,ask for claims and explain the situation if u speak to them it speeds a lot up
 
Thanks for advice guys, I bought engine off of gumtree but paid him through PayPal would this have any effect on outcome of trying to get my dough back?
 
Good question? I'm on my phone and I can't see but I paid 16odd quid in fees? Engine was 480
 
Well if it's not been run, you should be fine with timing it up and away you go. Main thing is you found it on the bar!
I was talking about my old engine!
You think new one I've got is timed wrong I presume?
What's involved in timing it up? I'll need to get locking tools no?
 
here are my parameters on tickover, i would greatly appreciate if anyone could pick out any issues in the readings as they seem fine to me.

My new, new (second sourced) engine is ready to drop in tomorrow morning. Mechanically I'm confident but fingers crossed I can get all the wiring plugged back in again!
