One of my best mates is into restoring 1970's range rovers.

All of the cars he's ever done have involved buying a logbook and a vin plate and ''reshelling'' a car like the one above.

ITs very common practice.

Its only classed as 'ringing' when stolen cars are involved.
 
Its common yes, but still illegal, only legal when shell is new and doesnt already have a vin number - see links.
