Rubber foam thing in front of engine

Alright all. Heres the muppet question of the day that i think i am 99% sure of the answer but thought i would canvas some opinions of the more savvy of you out there.

I found a loose bit of shaped foam with a rubber slot sitting at the front of my engine bay above the fan.

Am i right in thinking that this is present to stop the water seeping into the engine bay under the bonnet when its raining and the forward motion is forcing water up and under?

Has anyone else experineced this? I'm glad i caught it in time and that it didnt jam anything up causing grief.

mine has coem loose a few times when ive lifted the bonnet..

think i lifted the bonnet and it pulled the rubber bit off its 'rail' that it slide son.
