An average welder could fit an arch as you dont see the weld it just needs to be good enough to hold. You grind/smooth the welds down and then everything is smoothed over/blended in with filler.
As a fully qualified welder I should hope that its a damn site better than good enough to hold!....A decent welder will do it in stages to prevent any heat distortion. The quality of the materials in panels is rubbish to say the least!

You filler it over anyway so whats a little distortion around the weld joint going to matter and its not a chassis or strengthening point so you dont have to go overboard with the weld do you.
