Should Engine Light Come on when key in position one?

As title says....I have a 2000 Clio 172 and wondered if the engine light should come on when the key is in position 1 ignition on engine not started?

Mine doesnt light up at all car runs fine and has had a cat back exhaust recently by previous owner....could it have been disconnected/bulb gone etc etc.

Ideas my friendly guru's??

I don't think it should, does it come on - on the position just before it starts?
