actually roofs rarely rust as the water runs of, rust generally starts where water collects

I think you need to sort some form of irrigation out there. Maybe pipe it off to the brakes for extra cooling?

Probably just due to heavy rain.

If you're that bothered soak it up with a rag and clean it out, then monitor it. I don't think it's anything to worry about.

My 182 never had this.. im pretty sure that red line aint healthy either!! but if that worries you i suggest you dont look under the inlet plenum at all the oil mysteriously gathering that should be inside your engine
