Speed Limiter Inaccurate up and down hills

Only noticed tonight as I was passing a speed camera tonight on a very steep uphill. Popped on my speed limiter (I'm not talking rev limiter here), dialed it to 30mph, but according to my speedo I was actually doing about 22mph. Tried it on the way back (downhill) and sure enough my computer limited 30mph was well over at about 35mph. Dunno how it works; I'd always assumed it was on wheel revolutions counted over a set period, but this doesn't seem to be the case after all. Most odd!!

it seems to be intelligent, probably not the best word for this situation, but if you boot it it will cut the power way before whatever your limit was, then give some more, dunno how it works really.
 
The limiter can only adjust the throttle so going uphill you were on full throttle but the engine coundn't make enough power to do 30.
Going downhill the throttle shut but it wasn't enough to slo the car down
the car needed to chnage down on the way up hill and brakes going down but the system not that advanced plus you don't have an auto box.

Thats what I thought at first, but nope, I changed down from 3rd to 2nd and then even 1st on the way uphill and it wouldn't go up to 30mph, so I don't think it's a power issue at all!
