Strange whistling sound when steering at low speeds

I can't really describe this sound but when parking, turning in junctions etc at like 10mph I get this non consistent whistle sound which gets faster depending on speed then stops? I have a 1.2 mk2 52 clio and I thought ahh it must be the fluid running low, to find out it doesn't run on fluid? Anyone got any suggestions?

Well I thought it was fluid, but read a forum and someone said like the 1.2 mk2 ph2 clio have electric power steering?
