timing

Car  182 clio cup, ford puma,
its prob the wrong section for this question and its not even for a clio.
i have a 1.7 variable valve timimg ford puma, and every time i set the timing and turn it over by hand the belt comes loose (jumps the timing), the belt tensioner is fine so not got a clue how to do it? just wondered if any of you guys might no what to do.
 
yeah bolt the crank pulley back on,
the crank/cams arent keyed on that engine and to time it up you need the tdc pin to get tdc on number one and a cam setting plate on the back of the cams
or just tipex the cam pulleys i tend to do that to save taking the cover off
