Waste gate chatter! 
my old 200sx used to do it, (no where near as extreme as that!) but its was caused by air flowing back through the turbinehttp://www.youtube.com/watch?v=lZG0RS3mVBc&feature=related blades. its a nice alternative to a dump valve

My car makes that noise but i tell my self its ok since i'm running under 10psi lol

my willy does that. woohoo, thats why as soon as i got my car, the dump valve was removed, held over the nearest bin, and released.
