What's the best software...

For adding effects to photographs, be it JPG or BMP format?

I mean, taking a normal photo from your library, and adding special effects, such as creating an Anime style to it and the like. For example :

Taking these style effects and adding them to normal photographs, such as car pictures etc.

Is there a program available that has this capability, other than the normal paint packages which just add cluster, black and white or jigsaw style effects?

Yeah I have CS4, but was hoping there was a dedicated package to do all this without needing the rest or the work associated with it!
