whats the diff in these 2 turbos ?

T28 has a journal bearing (same bearing used on crankshaft) They are slower to spool.

GT28 has a ball bearing. They are faster to spool.

bearing losses are also reduced. But you pay for it.
T28 technology is as old as the hills, GT is newer

Humpf.. A Hybrid charger has different Exhaust and COmpression turbines. so you for example have a T25 Exhaust Radiator and a T28 Compressor Turbine which means that it will spool up sooner than a normal T28 but it will not produce as much power as a normal one.

all T28s use T25 turbines. As said above, the only thing you can say from that description is that one has a roller bearing core.

reason for this is 2800 for engine dymanics with the 28 Hybrid Turbo Charger

and like an extra 1000 for the ktec one with the GT28 Hybrid ball bearing turbo charge
 
The whole 'Hybrid' thing came from the days when we'd create turbos from bits of T3 and T4 to use on YB's or similar. They were a hybrid of two different turbo types.

The word 'Hybrid' gets thrown about all over the place these days to describe something with a none off the shelf compressor wheel/turbine shaft/CHRA. To give you a proper idea of what the difference is you really need model numbers or compressor/turbine specs.
