Wheels turning when in no gear

Hey,
Am i right in thinking that the axels shouldn't be turning when in no gear? When i take wheels off, up on stands the passenger side turns when cars started. Then when i put into 1st the same happens but only drive with the passenger side not the drivers side. Anyone with any ideas what it could be? Maybe clutch release bearing???

when cars jacked up and not in gear the wheels will turn, its no problem

its the oil in the gearbox doing it iirc, and its turning the passenger side because it is closer to the diff, which means less work, easier turned.

totally normal.
