Where can I get these?

I'm pretty anal when it comes to the tidiness of my car and this is a little niggle that is getting my goat at the moment. I noticed that its like a stick on material, but I can see it's going to be a b**ch to remove. I just wanted to know If I can buy them? If not is there any tips to remove? and whats its purpose?
