Whining noise from alternator

Has any one else had the same problem where their alternator makes a whining noise all the time?. Ive been told some if the bearings are gone, but the belt seems a bit too tight aswell. Is the alternator also the tensioner on the mk3 because thats what it looks like. Cheers
