Whining noise from engine

My car (52reg 172ff) has just developed a whining noise, sounds a bit like an electric car! The noise gets louder when i increase the revs, even when i'm not in gear. It's also more noticable when the cars warmed up and has been running for a bit.

Could it be the timing belt? I think it was changed about 4 years ago but i've knocked up another 50-60k miles since! Any suggestions would be appreciated?

Whats the going rate to have the aux pulleys/belt replaced? Also, would it be better to have the timing belt done at the same time, if so how much am i looking at for both?
