Whining noise while slowly rolling backwards - 197

Hi.
I'm getting a whining noise when my Clio 197 slowly rolls backwards. It also sometimes happens while I'm rolling forwards. The car does not have to be in gear for this to happen. I suspect it may be related to my brakes since they are also a little squeaky at the moment. But the whining is a lower pitch than brake-squeaking.

Any ideas?

Is this with the engine on? If so, turn the engine off.. then try.

I'm unable to get it to happen while the engine is off. But it's not a constantly recurring noise.
Unfortunately it only happens intermittently so it's not easy to test this.
I did notice it seems to happen more often while the car is on an incline (facing uphill). It most frequently occurs if I roll backwards slightly - just before pulling off.
