wiper motor fault clio 172 2002

bought a 2002 clio 172 windscreen wiper wont work back wiper does work when i move stalk down the relay clicks but nothing happens any body help also checked fuses

at the bottom of the wiper arm there is a cap with a bolt underneath. make sure that is done up. if it is then you must need a new wiper motor if you have checked the fuses!

bought new motor today still no life in motor only 11 volts on plug ?
