XBox Live points issue?

I installed Windows 7 this weekend and put Fallout 3 back on. I then logged onto the XBox Live portal to download the DLCs.

Both The Pitt and Broken Steel were there for me to download, but Operation Anchorage was being charged at 800 points. I've already bought and completed that one though? :S

I wanted to download all of the DLCs and complete the ones I haven't done. But like feck am I paying for Operation Anchorage again. It wasn't that good in the first place.
