Xenon headache - not working after ballast replacement

Currently having a headache, xenon on the passenger side isn't working. Swapped the other side across and still nothing. With the volt meter the plugs on each side have the same voltage showing (drivers side works fine). Using a new set of headlamps (including bulbs, igniter and ballast) it's having non of it. I'm guessing it has to be an earth as the fuses are all fine and I can only assume the relay is fine given there's voltage?

Previous owner had damaged the plug. Should have checked it sooner lol
