Xenon problem - Ph2 172

The drivers side xenon isn't working.
However, when you toggle the xenons on / off the bulb does flash for a spilt second.
So I am unsure if it's the bulb or if it's another component?
Any ideas?

Swap the bulbs round, will rule it out. If it still doesn't work its probably the starter or ballast. You can swap these too to rule out what it is.
