Tailgate catch loop moves. Normal or not?

I’m currently on a mission to eliminate as many rattles and noises as possible from my car…

Regarding the tailgate, should the metal loop that the tailgate locks onto be able to move at all? When I close my tailgate, I cannot feel any loose movement in it but once it is opened, I can move the metal loop up and down a little. Is this normal?

It's normal. My 182s always done this from new
