I know you said the starter motor "fires" so is the engine turning over. If it is I would expect it to start if there was only an issue with one plug. Did you check the spark plug gaps before you installed them. If the gap is incorrect the car will turn over but the spark will be too weak.
Get both cam and aux belts changed along with the pulleys. Fred at BTM Performance is not far from you in Birmingham and I can personally recommend his work as will many others on the forum. Charges £425 for a full belt change using non renault parts. Check out his page in the trader section.
Think that there is some kind of resistor under the scuttle panel. Often fails due to water damage. There is a thread in the common faults/fixes section I think. Replacement part is around £35 from renault.
Buy a 1*2 and and make it look like a 1.2
Sure you will have a few 1.2 owners more than willing to swap the necessary body parts and wheels with you. Far more cost effective than parting with £3k on the conversion you are talking about.

Have just fitted an Alpine IDA x305s. Great bit of kit. Can plug the ipod or iphone in and do everything via the head unit. Even charges and displays album artwork.
Stalk control adapter keeps all the remote functions but you don't retain the upper display.
