Once the pipes were all removed , whatever was left inside has stayed behind .

@Dan2707 . If the Ph1 rail was being used along with the pressure regulator, you’d be a fool to block it off if who ever fitted it had an ounce of sense. So going by that , I’d hazard a guess it was a return system .
Why Renault took it away in the Ph2 is prob cost lol
If you suspect the water has failed , you’d be getting the opposite to what your actually getting . It’d would be overheating for sure if the pump was iffy.
I suggest you rev the engine up to 2000rpm and literally wait to see the fan cut in , and watch the fan kick in .

Take the aux belt off and start the car from cold . See if it does it then .
Deff sounds like a rotating squeal then it’s quietens down.
Check all the pulleys , it may be the deflector wheels that the belt runs on.

Has the outer edge of the belt parted company , or has the inner part of the belt ? , it looks like the belt has drifted over into the engine .
