You do get matt lacquers Gally, we have some at work I used for a Hyundai 4x4 thingy bumper. Made by Debeer though, no chance of you getting it in a rattle tin.
Looking forward to see how this turns out. I've no doubt there will be a few questionable bits along the the way like your other projects have had *cough scooby wing cough* but they always look good in the end!
The current one - none, it has warranty if it starts rattling/sagging.
The 172 I had one holding a socket in place in the rear mount so the Ktec Stealth didn't look like a penis hanging under the bumper.
Apply a bit of common sense and it's obvious to see why the copper thought he was a risk - it's not simply for the car being "too low" it's because of the arch coming into contact with the tyre, if that happens often enough then bang you have a blowout on your hands. It's not difficult to figure...

Secondly, it's probably the bumper brackets where they're bolted to the wing, they need bent up/trimmed to stop it.
Agree with bonnet bras. Especially when they roll out the line "I only use it to stop stone chips on long journeys" because apparently stone chips don't happen on short journeys, WTF.
