This. Changing at 3k in every gear in an RS is like taking a 1.2 flat out to the limiter. You'll love it, especially the first time you take it above 5k in 2nd whilst you giggle like a child.

You can't get any brighter than the standard 4300K colour temp. Anything higher is bluer but won't give as much light on the road, I had 4300, 6000, and 8000K in my 172 and settled on 6000k as a good balance between light and colour.

It should have a 7200rpm limiter when warm if it's standard. No idea how it does it but yes it's normal for the limiter to kick in early when the car decides it's not warmed up enough. What makes you think it's got aftermarket cams in it btw?

It's a good bit cheaper than what you'd pay in the bodyshop I work in anyway. If it's someone doing it as a homer it sounds fair, if a bodyshop was doing it for £100 I'd be inclined to say it'll be sh*t.

It's utterly pointless anyway. Never comes on in the dry, only has two settings which are off or cutting all power to the wheels, almost kills you now and then if you need to pull away quick in the wet onto a roundabout, and renders the car immobile in the snow. Mine spends more time off than on.
