if you don't have a wireless router but have wireless cards in both the laptop and desktop pc then you will need to set up your machines using an adhoc wireless network. Shouldn't matter about different OS's as they use (or can use) the SMB protocols.

If you want to watermark/resize etc your images using php you will need the gd2 or imagemagick plugin. If you get stuck on any PHP code I can help, and good for you for trying to learn it yourself. PHP is a really easy language to learn.
