I think that as the 476s is more durable, I would put that down first then the Megs, although they are fairly similar in composition so I would be tempted just to do a couple of layers of either rather than mixing them.
I have mixed the 476s with Onyx though and works extremely well.
It should stick like glue, are you sure you are attaching it properly? I not might be a defective suction cup, you can get a replacement dirt cheap on eGay.
Got a Streetpilot C510d here, but the Nuvi ones are much better, especially the new ones.

I use AG Fast Glass after the windows have been polished, find it quicker and easier than the polish.
As for Rain X, it does work well but if your glass is cleaned and polish you will get the same effect. Otherwise try using some wax such as 476s although make sure to apply VERY thinly and wipe...
