It's generally the top mount 'seating' into the turret as you turn the wheel and move off.
A design flaw unfortunately, the strut top washer fix is for the skipping on full lock - a different design flaw :dapprove:

The Eibach Sportlines I had were spot on for 'fast road' and occasional track day session - I loved mine, felt very planted and solid.
I moved onto the coilovers for the adjustability really, the springs simply didn't give me the stance I was seeking.

Cams and a remap are a good route to take to keep it 'sensible' for daily driving etc, and not too pricey in the grand scale of tuning an F4R ;)

A broken Cat isn't the end of the world, secong hand ones often come up for less than £100 on here and ebay. Or like you said, buy a decat.
Officially you need auto levellers and headlight washers, but this is down to the tester. I had them fitted to my 1.2 for years and never had an issue.
