110V doesn't bother me as I have the transformer and extension lead sat in the cellar. I just thought that surely they're missing out on a huge market restricting it to the USA 110V type. Looks like they've finally realised. :)
First problem, it's a 2 stage mechanism on a single cable. The cable goes to the tilt mechanism first then onto the slide one. If it's come away from it's second fixing then the seat will tilt but not slide. Providing nothing has snapped then it should simply be a case of getting your hand up...
To buy the plates you need the V5 that proves the Registration number and I believe personal ID to prove who you are, for example Photo Driving Licence.

Personally, if the seller doesn't even know if it's CAT C or D then I'd be a bit wary. Surely that means he/she doesn't fully know the history therefore neither will you.
