get a volt meter and test teh connections, may just be a corroded wire, clean the contacts with a wire brush / wire wool, or just solder the damn wire onto the bulb. not sure about the dash thing, didnt' think a mk1 had the fog light in teh instument pannel, or maybe its just a faulty switch, if...

yeah sell it man, get a smaller engine car, for sure. yeah the xenon bulbs are expensive, try a brakers yard, or search the internet for replacement xenon bulbs

yeah when you do change the bottom one, use what Fred said, but also oik the bottom one out with a screw driver on top of it compressign it down and push iit down and towards the front of the car
