If his GTS is not that quick then there is something wrong with it. I have been in loads of Skylines (GTRs, GTSs, 32s, 33s and 34s) and regardless of the state of tune they fly. A standard GTS should be getting to 60 in under 6 seconds. He should have it checked out!

Yea as said, if you fit an aftermarket exhaust Renault could refuse to cover any engine work in the warrenty. Suspension will not really be a problem, nor will wheels, but the ekotech valve will upset them I think. And 7 bhp sounds about right.

Mine had 7 - seems a common number.

Mine has locked up a few times, but its always been the front brakes. The rear brakes are just to balance the car under braking - the bias is not strong enough for them to lock up unless the fronts have on mine.

I would imagine the TA stands for tachometer. If this is the case I would assume you can just splice into whay goes to the rev counter.
