Absolutely. My 172 had exactly the same problem -- wobbly speedo needle, a speed surge while cruising. I changed everything like plugs, crank sensor but it made no difference. New speedo sensor fixed it.
Non-OEM items are pretty cheap.
You posted that changing injectors fixed the issue, but I just bought a 172 non-ESP (Australian) that had very noticeable surging at cruise, and a bad speedo wobble. Both only occurred after the car was warm. I changed the speedo sensor on the gearbox and it's fixed, and getting better fuel...

First work out whether the heater flap is stuck open so it constantly blows hot air out. Do this by turning the aircon off and fan onto manual and set the temp to min, then max. See if there is a difference.

When fixing mine, the hot-cold flap control was cracked so I used a hose clamp to fix it. However, when re-assembling I realised that the spline on the motor was 180 degrees opposite to the spline on the flap. My guess is that over time the control has kept...

Get good lenses, second hand if necessary. Nikkor, not third-party stuff. Apart from them being better in terms of image quality, they also hold their value.
There are good third-party lenses but generally they are expensive.
