Its normally stamped on the front of the caliper, I doubt its lucas as they were mainly fitted the mk2ph1s and valvers, they will be Bosch or Bendix. You could always take the old pad off the car take it to Halfords and compare them with the pads on the shelf.

Your CV gaitor might have come loose or have a split in it causing grease to seep out when at speed. Check the inside of the wheels for grease aswel. Its a common thing on the Clios to go after a while.
They dont fit becasue the dash is a different shape, you will need some mk2mph1 door cards with the switches and then the motors and probably a relay fitted somewhere.
Its a nice car, even 15s it would look too high, most clios this shape had way too high suspension. You can fit front optic lights and ph2 rear lights but you need to change the wiring round.
