on normal clios the front wipers must be on for the reverse auto wiper to come on. Not sure about ones with auto front wipers,i assume the stalk must be at least in the auto position.

had mine from new (december 2002) and its got about 55k on it. As of yet no problems just a couple of tyres and one set of front/rear brake pads. still on original brake discs all round which have survived 2 track days at that.
if you have only fitted braided hoses then if you changed them quick you wont have bled the brake circuit dry. If so open the nipple and let it run/drip out on its own until no air bubbles are visible. If you have only got to get the air out of the braided hose and the caliper this will work.
sort this asap as if it shreds it will go straight into the cambelt and that will cause some damage. ensure the lower aux belt idler is changed as that often starts getting noisy.
doubtful its the clutch. if its a gen cable then the pedal rachet is probably faulty. now its a new cable the ratchet will have reset in a different place eg on a section of worn teeth.
