If a valver or williams has been rolled, is it possible to have the inlet manifold completley full with oil?? need to know very quickly!

If the willy is famous for its low down grunt compared to a valver, will a through flow exhaust make it lose some of its torqueiness(new word) but increase flow at high revs ?? And the willy engine coupled with a valver manifold is the best combination for torque..........yes????
