Power steering sensor is near the wire for a/c clutch. It's possible they've disconnected that ? I'll see if I can find a photo of what is looks like

I don't believe they use your actual 02 sensor on your car they use a probe. I would get it plugged in to Renault clip and see what your pre cat lambda sensor is reading. It's propably just that that needs changing if you have no exhaust leaks

My Renault clip may be a dodgy one. I can't do live diagnostics and it disconnects all the time. Might be my laptop tho as the software is very picky on choosers it will work with

Get someone to scan it with Renault clip. Had similar issue and it tells you the area to look at. It's not worth spending hours upon hours checking everything when a diagnostic machine can point you in the right direction within minutes. I ended up buying a Renault clip clone on eBay for £80 but...
Any mechanic. Requires no timing or anything. Change a tensioners, pulley and belt. Parts are £110 ish and would take an hour - hour and a half. Certainly not £300

As you've changed everything it's propably the wires. Have you checked the actual wires for continuity. I know that the 197 which is very similar to 200 has an issue with one of the cooling circuit wires which gets water ingress, oxidizes and then just rusts away. Have a feel around the cooling...
Did you bridge the starter motor relay to see if it would start ?
Did you check the ignition wire to the start relay was receiving power ?
Did you try giving a negative to the pink wire that comes out of the start relay an earth? ( Attach a piece of wire from pink to your negative battery )...

check the f8 fuse in the engine bay fusebox
check the f3 fuse in the car fusebox
check the yellow wire going to the engine bay fusebox starter...
Quick look in forum says solid red means an electrical fault somewhere, the key has been recognised and would flash like you said if it wasn't recognised. So we can rule out the key.

Have you got some jump leads ? Connect some to your engine block and the negative end to your battery . Try and crank then.
Have you tried a fresh battery ? Have you got a multimeter ? What's the voltage across battery terminals ?
Have you tried messing around with wiring loom underneath...
