thought i would just update this thread to say the car is now working, although has a very lumpy idle for me to look into! I sent the UCH off for repair to dieselpumprepair.com as I could tell that pin 14 was not getting an earth so much be a fault with UCH, they were very helpful over the phone...
sounds like an uch issue. there's a few repair services on ebay that you can send your unit to get repaired and there a number of common issues they show. one being:

i'm looking at pin 14 on 201 yes
it has continuity to wire 2 on the "starting and charging" diagram i posted earlier.
if i give wire 2 on the "starting and charging" diagram an earth straight to the battery the car fires up straight away without issue.
so i'm at a loss at what to look at with...

glad to hear, have you got a multimeter to check your alternator is working? previous battery could have died because it wasn't being charged. if you do connect up the multimeter to positive and negative of battery while car is running and set it to voltage. if it's running at 14v your good to go.
oh ok, if it just clicks and doesn't even try to turn over then it's definitely a fuse/relay/ground wire or bad start motor. without the immobilizer the clio 172 tries to turn over and supplies fuel it just doesn't spark.
main suspect is probably a ground wire imo.
does the starter sound strong when turning over?
it's unlikely a bad immobilizer and you've checked 2 keys so unlikely a key problem.
have you checked the grounds are connected up? there's a few thread around with an explanation on where to find these.
