IMO - 3k is a touch on the high side.
Of course, if the belts have been done, the mounts are ok, it has immaculate bodywork and it's a drive and forget for ~12 months, that's a different matter...

My brother in law has just bought a very nice '03 Monaco that needs a cambelt service and wheel refurb for £2800.
Maybe he was lucky, but I think you'll find one in your budget if you're savvy and keep looking!!

It's normally £50 per corner to have them bead-blasted and then powder-coated. I'd love to know where anyone can get them done cheaper than that! *

- £60 for a new, primed wing
- £35 for a new liner
- £150 to paint the wing
- £250 for the bumper repair
Seems a bit steep to me and...
Personally, I wouldn't spend that on a modded Clio. You'll never make a sensible return on that outlay... (assuming you buy a 9k 197 + 2k on coilies and wheels).
11k on a fast car? E46 M3 - 343bhp and practical too! (or you could strip it out a la CSL, sell the bits - then, sort the front...
