^You won't find many (if any) PSU that guarantee your hardware won't get shorted. You can however buy anti-surge protection that wires between your component and the PSU cables themselves. Eitherway I wouldn't trust a PSU not to take other components with it.

It's an average budget card tbf, personally go for a 1950Pro for that sort of price. BTW They definitely do not require PCI-E power.

CPU - Yes. RAM - Yes (but overkill). HDD - Yes. GFX Card - Crap Rest seems ok. Basically seems ridiculous to have a gaming PC with such a budget GFX Card (£80 card). Build your own, or I'll build you one for the less money that will spank it :)
