Disconnect battery for 15mins before removing the airbag. 2 pins at 3 o click and 6 o click on the back of the steering wheel - flat screwdriver will push the metal pins across an release.
Possibly disconnected (but why?), sounds like somebody may have melted the horn wires (very common).
Sounds like you will need new (2nd hand) squib and a stalk to get it working again.
BUT just check that wiring behind the steering wheel airbag first mate - hopefully unplugged as you say you...
Is the horn working when you push the centre of the wheel? If it isn't I bet it isn't wired up OR they have botched the wiring underneath the steering wheel airbag and then you will need a new squib which contains the airbag, cruise controls and horn wiring.
It sounds like you have had an aftermarket steering wheel on at some point and some body has removed the front fogs or done a pikey move on the wrong type of horn stalk - you can get 2001 stalk with horn and both fog switches.
And yes a piece of p1ss to fit.
Personally I wouldn't even use the other stuff Steve. Couple of coats of hammerite but don't rush the coats as it runs very easy when too much applied. About an hour between coats.
